SULAM

Service-Learning Malaysia – University for Society (SULAM) is a transformative pedagogical initiative officially launched by the Ministry of Higher Education in 2019, rooted in the Malaysia Education Blueprint 2015–2025, with the goal of producing holistic, entrepreneurial, and balanced graduates. Recognised nationally as a High-Impact Educational Practices (HIEPs), SULAM is an intentionally designed, credit-bearing curricular requirement rather than an optional extracurricular volunteer programme. The initiative also aligns with national higher education policy directions articulated in the Malaysia Higher Education Blueprint (RPTM) 2026–2035, particularly Strategy 8B under Shift 8: Flexible Education and Lifelong Learning, which emphasises empowering Higher Learning Institutions (HLIs) as anchors of a learning nation and the lifelong learning ecosystem. To accommodate diverse academic disciplines, SULAM projects are structured into four main categories: Direct (face-to-face interactions such as tutoring), Indirect (addressing broader community or environmental needs such as habitat restoration), Advocacy (public education and awareness initiatives), and Research-based (collecting and analysing data to address community challenges).

The successful implementation of SULAM is guided by several core principles. These include clear alignment between academic learning outcomes and community service activities, continuous critical reflection before, during, and after the experience, and the establishment of reciprocal relationships built on mutual respect with community partners. In addition, SULAM emphasises ethical engagement, where neither students nor lecturers receive financial compensation for their service. SULAM therefore requires an explicit integration between academic course content and students’ service-learning experiences. It is not simply an additional activity or basic volunteerism. Instead, the projects are intentionally designed to achieve specific learning outcomes. While community partners benefit from the collaboration, the central objective of SULAM is to strengthen student learning by enabling them to apply classroom knowledge in real-world contexts.
